Indonesia/Aceh

BPS’ engagement with the Aceh conflict and the peace process began in 2005. It focused on conflict analysis and capacity-building workshops to support the implementation of the peace agreements, in a context in which the former resistance fighters of the Free Aceh Movement GAM (Gerakan Aceh Merdeka) were elected to government faced the challenge of establishing governance and implementing the peace agreements.

Prior to the peace agreements, we conducted a systemic conflict analysis that identified a number of challenges to be addressed during the transition phase in Aceh and explored options for systemic conflict transformation. Following consultation visits to Jakarta and Aceh in 2006, BPS and the Aceh Institute facilitated a capacity-building workshop (between 2007 and 2008) for members of the newly established political parties, civil society organisations and religious bodies in Banda Aceh. In 2008, BPS facilitated the visit of an Acehnese and Indonesian delegation to Sri Lanka with the aim to share key lessons learned from the Aceh peace process and subsequent power-sharing arrangements.

Within the framework of the Resistance and Liberation Movements in Transition Programme, we have also engaged with GAM in order to share lessons learned and exchange experiences with other (former) armed movements.

Colombia

From 2005 to 2008, BPS has been supporting German Technical Cooperation (now German Society for International Cooperation – GIZ) programmes on peacebuilding in Colombia with advice and services. These centred on conflict sensitivity and risk management: issues that are crucial in designing and implementing peacebuilding interventions in a country marked by ongoing armed conflict.

For example, in 2007, we provided capacity development and methodological advice during the GTZ Programme (now GIZ) CERCAPAZ (Peacebuilding by Promoting Cooperation between Government and Civil Society), regional conflict analysis and strategy building.

Between 2005 and 2006, BPS provided backstopping and methodological support to PACIPAZ (Popular Participation for Peace), an earlier GTZ programme that also addressed state-civil society relations in Colombia. In cooperation with COMO Consult, BPS conducted workshops and disseminated state-of-the-art material on conflict-sensitive project development for the regional Programmes of Peace and Development (Programas de Paz y Desarrollo) in Colombia.
